He's been on eBay long enough to know better. I looked at his auction and he clearly intended to hold any buyer to his word -- "all sales are final", and "no returns". Well, I'd say to him "All sales are final". If he wasn't willing to accept the risk, then he should have set a reserve (and paid for it in the listing price).

Go ahead and pay for the item using PayPal. If he hesitates to send it, you can open a dispute and the money will be put on hold -- he can't retrieve the money even if the money has cleared and gone to his bank account. When the money goes on hold, the money comes back out of his bank account and is held in a 'dispute zone'. If he fails to honor the auction, PayPal will side with you and refund your money. That means "no risk for you". Just proceed like he's going to honor, try not to piss him off in the meantime, and he'll probably do what he's supposed to do.
